Despite Trump's January 2026 call for a cap, bipartisan bills (AOC/Luna, Sanders/Hawley), and massive public debt ($1.23T), the banking lobby is extremely powerful and Congress has failed to pass rate cap legislation for decades. No bill has advanced beyond introduction. The Republican House won't pass this.
